In some states, there are centralized systems that set awards and criteria. While the government sets the basic criteria, public universities can have some freedom, and they can choose their own recipients. In Texas and Virginia, for example, merit scholarships are determined by state formulas. Applicants apply to a school, and then the admission office makes the decision. The Dell Scholars scholarship program is available to students in-college and offers exceptional support.
